The belt moves about an inch, then retracts again.

Recently I removed my rear seats and seat belts. Today after putting the rear seat belts back in they are “locked”. I was wondering if there was a way to fix this and unlock them so they can be used again. Any help is much appreciated. Thank you.

I thought Twingo 133's were somewhat rare, turns out there is one a street away from mine. Small world.
