I would pull the existing radio out and check the wiring first. Although most radio come with nice adaptor harnesses, there's always a chance that whoever installed it may have cut or spliced into wiring.

Can't help you find a decent garage in your area however majority of people are quoted several hundred less than that for cambelt/service... Usually 600-700. I've recently changed the cambet on mine and can assure you it is not an engine out job. It would probably be easier with the engine out...

To be honest if you ignore it you most likely won't hear anything from them. In the rare case that you do, ignore that... Then you'll most likely be forgotten about. As far as I'm aware they can request your details and will sometimes be granted but even then they can't demand money from you...
