You can get the green stuff everywhere in the Netherlands, even as a foreigner. also at places near the belgian or german borders. They made a law last year that made it more difficult for foreigners to buy it near the border, but a lot of people disagreed, and it's freely available again. Or at least, as far as I'm aware of it's freely available.
